White peep is the first move, white's target is to make exchange that could help white to get territories.
White 3 is an unexpected brilliant move!
Normally, in this shape, white 3 is considered as a bad move, because it may allow opponent to play hane or even double hane, and black may press the white down.
White 3 knight move is a more common way to play, we don't want to stick to opponent's wall.
But this example is an exception, because if black 4 hane, white 5 could play a counter attack.
If black 4 could only extend, then the exchange may be beneficial for white, as it helps white to surround the territory,
